I don't know where "Newburgh" is but it's obvious that their entire police department needs to be disbanded and the city needs to be left in the hands of its denizens.

Note that that galoot argues just as a guilty eight-year-old would, and like a child, believe that if they are petulant enough, they can escape punishment.
