"Not wearing the mask" doesn't kill the non-wearer. It kills everyone else. Because the mask doesn't protect the wearer - it protects others. That way we can most effectively stigmatize the non-compliant. If the mask protected the wearer it would mean folks were making their own risk/benefit decision. 

BTW, is it just me or does anyone else get the feeling that folks are walking through stores asking "Are you of the body of Landru?"

In the TV show the guy with the red shirt, who you don't know as a regular cast member, will die dramatically and very quickly.

He doesn't need a mask.  That guy is expendable.
