Simple solution - open season on loose dogs. It'll be very sad for a few weeks and then folks will stop letting their dogs run loose. I live in the country and folks let their dogs run loose, but when they're a problem (which is rare) folks deal with 'em. I've never seen a bad dog running loose around here because folks are realistic and reasonable.

Considering the home lives of yaplap dogs they're probably neurotic after a year or two. I had two family members who owned chihuahuas. They were very territorial but friendly enough once they accepted you.

While in Highschool, one of my friends lived in a house trailer in a trailer park.  He and his family were nice people.  However, when I would go over to their house, the Chihuahua would go crazy and run from one end of the trailer to the other - pissing all the way!

His mother would get pissed at me, but only because the dog was triggered.  I visited him sometimes with malice in mind.
