Maybe, but the way he tried to take a hostage looked more like a low IQ criminal with no plan in execution. Moving targets are hard to hit, especially when adrenaline kicks in. Most people react with a nervous flight and not a zoomed in fight response once the hormone kicks in. The last shot was right to the dome. If people want to get out, just leave a note behind so people know what's going on, go in the woods, make sure there are no bystanders, and take your own lights out.
