There are a number of reasons railroads eliminated the caboose from most trains. Replacing it with a revenue car without requiring more locomotive is one. Reduced size of train crew is another. One I read about recently - potential crew injury. On a long freight when the coupler slack is pulled out as the train starts moving the caboose goes from zero to several mph instantly, tossing people who are not holding on firmly about with abandon.

This picture confuses me.

Surely there were railroads in Pennsylvania prior to 1890.

That is not an 1890s locomotive.  I would guess that it is from fifty years earlier.
