It is just laying against the belt for the picture. Doubt the photographer realized what you pointed out. Either that or it's set up for cross draw. And I was wrong besides. When I looked again, the holster isn't where it first seems to be. The belt is coiled around twice and it is on the second coil. If you put it on like that the holster would be about right. So it's buckle - mag carrier - handcuff case - holster - tail. And once again - absolutely beautiful leather work.
