Approximately 95% (guess) of the sources where I found this photo that included any information at all say that the picture was taken in 1969 in NY at Woodstock by Gardner. There were a very few sources that said the picture was taken during a New Orleans festival in 1972. Seeing that Gardner was from NY and most of the pictures I could find by him in galleries that were labelled were taken in or around NY, I'm going to stick with the Woodstock story. I couldn't find ANYTHING even alluding to who she was. If anybody sees anything that seems to be legit about her, my interest is piqued and I would love to hear from you.
