I built a few of those.  They were a blast.  You poured the liquid onto the surface of water and picked it up with a hoop of wire, then laid it on the framework.  The prop would turn very slowly.  Lightweight is an understatement.

Old power dam on Duck River in Shelbyville TN. Water flow has been gradually slacking off for some time, as evidenced by the driftwood trapped along its edge. Barely over six months ago the river was raging to the point that the brick building was half under water and the dam wasn’t even causing a ripple.
