One of the most fascinating sights I experienced while in the Navy was when we were at sea and the "chop" was a couple of feet (not the ground swells) with a wind, was the flying fish jumping from the tips of a wave into the next wave.  I have no idea why they did it, but it was an intriguing sight to witness.  Almost as cool as watching the Dolphins riding our bow wave, sink under the boat, and come up in the rear.  Then they would race ahead of the boat and ride the bow wave again.  An amazing sight. 

In my vernacular, it means you were about to catch big fish had you put some flyers/ballyhoo/etc, out on a hook.
