The lesson where: Each part of the solution accomplished their task, but one part failed while no one else cared, but continued to do their part.

Another way to see this is that, no one wanted to raise questions, just to do what they were supposed to do and let others work out the difficulty.

A lot of that goes on here. Lay the roads according to the expansion plans. Move the lights and sidewalks later. Just a byproduct of rapid growth. Sometimes roads are under county control and sidewalks and lights are city controlled.

That looks like a photoshop job. Look at the base of the light pole. Should be a big old footer under there. At any rate even without that, before you lay down finish course asphalt, everything else is taken care of. You’d have moved the offending situation in the site prep phase

I see crap like this all the time. It’s called Design, Build. Not everything comes together all at once especially when several jurisdictions are involved. The most infuriating is when they pave a street then cut into it to install new utilities. Then repairing the pavement. Instead of installing the utility lines then paving just once. All because of differing budgets and timelines.

More than likely it is a photo shopped picture.  But errors do happen.  Thought it funny, just the same.
