At any rate even without that, before you lay down finish course asphalt, everything else is taken care of. Not everything comes together all at once especially when several jurisdictions are involved. The most infuriating is when they pave a street then cut into it to install new utilities. Then repairing the pavement. Instead of installing the utility lines then paving just once.
