General Vo Nguyen Giap. Never had any formal military training or education.  Never even served in the military.  Guess which war he won and against which nation?

Mao Zedong was a peasant and an Army private…care to name which wars he had won or fought a certain western military power to a standstill?

Genghis Khan couldn’t even write his own name  conquered and defeated the armies led by Chinese, Arab, European edimacated ossifers

Heinlein wrote at some length about this…

I daresay we've all dealt with incompetent officers, and incompetent noncoms, and brainless E-4s, for that matter. But no one seriously believes that the .mil is going to be turned into a true meritocracy anytime soon. I would remind some that there have been many true leaders who came up through the US officer corps and did OK by their men and by the country. No, I think the problem is that the .mil has bought into the same spineless management theories that have largely wrecked US corporations. Sadly, I don't have the solution.

ETA: Except term limits. That would be a good start.
