Culture differerence resulting from beating out the desire to defend and protect by the lowely population in favor of the Samurai whose job was to met out immediate "justice" to the population under the local war lord, for thousands of years.

The punishment for having arms by the "citizen" was instant death.  Samamurai were the "Judge Dreds" of ancient oriental times.

People were ruled by the threat of death resulting in a subservient population.

Not due to the Japanese having a "higher moral standard" than the West.

I graduated from a total redneck high school. Our mascot was the Farmers. We all had guns in our trucks. The opening day of deer season was a day off school. We had a raffle for rifle every year as a fund raiser. We brought guns to wood shop to make custom stocks for them.

We never had a shooting. It’s not the guns.
