Mandatory spending will be mandatorily spent. its this way by design, only the more visible things actually shut down. Parks, monuments, etc when Obama put fences around the WWII memorial....nobody asked who paid the workers who put the fences up. It’s all about politics the Corp of Engineers said today that 5 billion will build just under 200 miles of wall. New wall? secondary wall? Existing wall repair and upgrade?
