Because....truthfully...in past practice and historically....they are above the law. All high level politicians are. So you campaign on the salacious stuff, win elections on hopes of “lock her up” but not prosecute them so when they are in power they don’t prosecute you. People forget that Nixon was never impeached, he resigned before the House voted on impeachment charges, Clinton was impeached but not removed from office as he was not convicted (which is different from being acquitted in political speak) no one has been removed from office, never have, never will.
