You can believe what you want about yourself and other people for that matter. While it is hard to get a full grasp of what is happening at this apartment building from the article, it seems like these standards are not being followed and that is a problem. IMO it is a simple fix - tenants sign an agreement in their lease that states they will abide by certain standards. No nude sunbathing, no yelling in the gym (IMO seems like a NBD issue to me but whatever), etc - whatever issues are real problems. Once they sign it, if they violate it once it's a warning and the next time they get bounced with no refund of deposit. Easy peezy lemon squeezy. Most people in the US simply prefer that they and other people be clothed in public, and that kids not be exposed to nudity and sexuality. And most of the world is the same way, too. Yeah, a few countries have nude beaches and mixed saunas without towels and enough people not complaining about that within that context to give you the impression that the culture doesn't care. Yes, there are some cultures where their response to kids seeing something they don't want them to see is to not give it attention rather than melt down. That doesn't mean those cultures at large are fine with people "just letting it all hang out". The vast, vast majority of the world is not just "cool with it". China? India? Latin America? Or, in my case allow me to be physically flawed, which you can understand once you realize that you are not your own. My wife often thinks I should have lived in the time of David, as despite his sin, he had a warrior's soul, and had a heart like G-d. If I believed G-d sent people to hell to be tortured forever, I wouldn't want a part of it either. Destruction is a far cry from torture. But, the rules are eternal.
