I'd imagine that Indonesia is a lot like the Philippines.

Lots of corruption, very lax building standards.  Most buildings I saw were cinder block construction 4-8 story, with obviously shoddy work as the exterior plaster was falling off in large patches, and plenty of places where the mortar between the bricks was crumbling away or already gone.

Probably the safest place to be would have been the parking structure, as it was open enough to let the majority of the water pass through it.
