No, not really.

When I was a cop our rule of thumb was stop at 5mph over in a school zone, 11mph over on roadways and 15mph over on highways. We still got plenty of people that way. State police were a little stricter, but 9mph over on a freeway they wouldn't even give a second look at. By state law a speedometer had to be within 3mph of actual speed, so that left a 6mph window where a person might rightly think they were going the exact speed limit.

The ministry of revenue is wrong, speed doesn't kill. Jellofication of organs due to sudden stops kills.
