there is a bridge in St. Paul, Minnesota where the height of the bridge is measured from a vertical drop from the bridge to the roadway.

The problem is that directly under the bridge is a significant dip in the road to drain away rainwater.

So if you approach the bridge with a tractor trailer and it spans the "dip", it's almost two feet less clearance than stated.  Almost all the locals know this.
