Amount expected to grow. It's unfortunate that so many citizens are incapable of seeing the fallacy of many of these "quick cures for all the worlds ills". That they simply believe what is told to them without question, and when it turns to crap, they accept the BS that, "Well, it failed but it isn't our fault. The program wasn't implemented properly. If you give us more money, this time it will succeed". Thank the schools for dumbing down our population so they don't ever know when they are being screwed!
