It was just so poorly conceived from its inception. Plus, as a government appendix, upkeep and maintenance would have been prohibitively expensive. I'm surprised Newsom actually has the sense to stop throwing good money after bad. I guess giving welfare and social services to all those illegals is costing the state big bucks.
