I can see holding off on concealed permits for now since that requires testing and human interaction. I wonder if there is an argument based on the fact that so many states recognize an inherent Constitutional right to carry, then some more deny this right and want to regulate what the other states say is a Connotational Right.. Would the proper courts see this as a national right since so many states believe that and support it. It either is or is not. The constitution says an inalienable right. Some say states claim the right to define what the Constitution proclaims for all citizens. Does the Constitution apply to only some citizens and not the others! .
