Off-duty St. Paul firefighter fatally shot in his East Side home

 

A 36-year-old man who was a St. Paul firefighter was fatally shot in his St. Paul home on Monday night, and police are looking for the person responsible.

 

Police were called to a report of a shooting just after 8:30 p.m. in the Prosperity Heights area of the East Side.

 

Officers found Thomas R. Harrigan with at least one gunshot wound to the abdomen at his home on Ivy Avenue, off White Bear Avenue.

 

Harrigan, who was off duty, was a firefighter, a paramedic and a veteran, according to the International Association of Fire Fighters Local 21.

 

“He was a good friend to many, a union brother and a son,” said Mike Smith, Local 21 president. “He was just an all-around great guy. Our members are shocked. We want to let the investigation play out.”

 

Paramedics from Harrigan’s own department responded to the scene and “administered life-saving emergency care,” according to Local 21’s statement.

 

“We respond to emergencies daily and the weight of responding to a fatal emergency involving one of our own is undoubtedly overwhelming,” Interim Fire Chief Butch Inks wrote to the department and he encouraged anyone in need of assistance to contact the peer support team.

 

Harrigan, a St. Paul firefighter since 2013, died at Regions Hospital about 9 p.m. Monday.

 

“Our emergency responders are bound together by an oath to serve us in our times of need, and the passing of one of our own is not only a loss for those who share this sacred bond but for our entire community,” St. Paul Mayor Melvin Carter said in a statement. “We offer our support to Thomas Harrigan’s family, and friends, as well as his fellow firefighters, paramedics, and all those who knew him as we process this tragedy.”

 

CIRCUMSTANCES UNDER INVESTIGATION

 

Investigators were interviewing witnesses and gathering evidence, along with working to determine what led to the shooting and to identify the suspect, according to police.

 

Police said the shooting did not appear random.

 

“No arrests have been made in that case yet,” said Steve Linders, a St. Paul police spokesman, on Tuesday afternoon. “Our investigators continue to work hard to identify suspects.”

 

Harrigan owned the home in the 1700 block of East Ivy Avenue. Police were called to the address nine times in August, though one call was canceled.

 

On Aug. 17, “officers conducted an investigative stop/welfare check” at the address, “which is a known drug/narcotics house,” police wrote in a report. Police arrested four people for warrants and a man, who said he was living in the garage, on suspicion of possession of methamphetamine. Harrigan was not arrested.

 

St. Paul police cited Harrigan in January for driving while under the influence of controlled substance, and he pleaded guilty to the misdemeanor in June.

 

Police are asking anyone with information about Harrigan’s homicide to call them at 651-266-5650.

 

His homicide was the 15th of the year in St. Paul.

I suppose the emphasis by the politicians will be on the gun, not on the drugs and criminals involved.  I only say this because I live near this city and it's neighbor.
