Plus, the incorrigible prison population.  We don't need them on the planet either.  I suspect and isolated spot on the moon would pretty much be really hard to escape from when the only atmosphere is inside and not on the outside.

If it's on the dark side of the moon, how do they send communication back to Earth?

When Columbus and his men departed on his exploration the world was flat. His wind driven wood boat would likely fall off the planet into eternity. The only communication devise then was pigeons or smoke signals.  Those were truly brave men. But he should have stopped by Scandinavia. The Vikings already knew the answers. ? Planetary exploration would have never developed without these early sailors.

Indeed, sir.

Humans are doomed when we run out of people that, regardless of the peril, want to know what's out there, what's over the next hill, across the oceans or across the solar system.
