"Lets see exactly how racist of a law we can write up and get people to pass it" If they wrote a law saying instead that if a black person called 911 on a white person with no evidence of an actual crime it would be automatically escalated to a hate crime" they'd be foaming at the mouth about it. That will result in no one calling 911 and letting the police sort out the potential problem. The problem will have to escalate to a crime before anyone can call 911.
