Obviously those neighbors of mine don't do it.  Many of those don't probably do much at all.

A couple of Winters here got so cold that the lines at the interior shut off froze. The valves were almost at the perimeter joist (end joists).

When we moved in few homes had insulation around the sill plates so it got pretty cold at the valve.  

An idea of what you are up against here.  One friend thought insulation produced heat.  So he packed the kitchen water line in the outside wall, with insulation from the inside.  Obviously, the water lines froze.

When we discussed insulation, he said I was wrong because he could stick his hand into the insulation and feel the heat it produced.  Not every one has the ability to reason.

Last century birth dates are bad, but since I didn't know the actual birth date for my dog, the pharmacy uses their default.

When I pick up a prescription for him, the first thing they ask is 
"what's his birth date".  My response is, 1/1/1900.

When the new clerks look at me funny, I say, what's the problem, he's 120 year old  dog.
