It's not a difficult sea detail. Someone wasn't paying attention. But I bet their Diversity, Equity and Inclusion training is all up to date. I weep for the USN. Big ship had a channel marker to port. Little ship had clear water to its port. Little ship was crowding to starboard. Except that the strong and long-practiced rule (see Rules 9 and 14) is for them each to keep right in the channel and pass port to port.
