Those deer whistles work because anyone who buys them and installs them becomes even more alert for deer. All hunting has it's challenges. I don't know about Whitetails, but the PNW Blacktails are more challenging than moose, but You might be more likely to get one just because there are a whole lot more of them. On the way to a shooting class in the a.m. a buck came out of a farmer's field in front of me, stopped in his tracks and turned to face me. I just sat there and he put his head down and charged me. Fortunately the roadway was icy and he slipped and fell down hard. When he got up his pride was injured and he just slinked off hoping nobody but me saw his shame. The whole rest of the drive I watched deer ignore my whistles but none ever tried to attack me. I was in a rural area full of corn fields where we had a non-magnetic test facility for testing some superconducting sensors. Winter I was running gravel roads in snow between fields of unharvested corn. Unharvested because the U of M was experimenting with them. Between fields I was stopped by a big buck planted and facing me in my 4x4. He made me stop and then he looked at the cornfield and 4 females came out, crossed the road.
