Drivers would still be responsible for moving violations, just as they are at roundabouts. I think the good outweighs the bad on this one. As I moved through the intersection a man in an expensive BMW just could not bring himself to completely stop his car. Instead, performing the exalted "rolling stop." I could not tell if he A) did not see me, B) was drunk, C) wanted to run me down, or D) was just going to time it so that I would roll by just after he began to lurch forward again. People around here roll through stop signs regularly. The idiots can't see you and yield right of way with a full stop and 5 seconds. I can't count the times my RED car with DRL's has been forced to emergency brake, sometimes the car doing it, every week. Giving these fools the option of being more foolish isn't a good idea. Everyone is "Too Busy" to pay attention to driving as it is. Then there is the fool behind the lesser fool with no intention of stopping, but the lesser fool does stop and gets hit because fool #2 is paying attention to their phone or radio, or Apple Car, because they "can handle it".
