In every case where I simply opened my hand to pay with local currency people made change for me, and in many cases where I knew the exchange rate, they were honest about the change and charge.

One time in Greece I was given a very large denomination note in change.  When I questioned the apparent sizable amount I had been given, the explanation was that that note was from a previous government, and only worth 60 some cents at that time.

I have found people to be honest most of the time when one-on-one.  It's refreshing.
