Lake Mead is at about half its design capacity and is unlikely to reach capacity level again in the foreseeable future. In fact, Las Vegas is drilling another tunnel to capture its water from a lower level. The Colorado River was allocated among several states and Mexico based upon historically high precipitation levels, which cannot be maintained under present conditions.
