I can't say what level of felony it is in Arkansas, but it is covered by the child pornography law. As I have seen the charge from an INA point of view, it would mean luring/enticing a minor can mean anything as simple as a Crime Involving Moral Turpitude (CIMT), buying them liquor, statutory rape, enticing them to commit a crime. It is rather broad. But, the general gist is a Crime that elicits alarm, or disgust, or immorality that would be deemed by the General Public.
