No congress fingers in it. the executive branch has complete control over seized assets. Trump could pay for the wall three times over with a memo to the treasury dept or he could declare an emergency and have the headlines and the media fight, tweet about the courts stopping him, the dems, and have the campaign issue. what do you think will happen? .
