It's strange, I'm not a fan of the movie, and don't know why I remember that scene so well.

Yeah, weird. After posting, I then Googled it and saw Khan was quoting someone else. I didn't read into it much before your reply.

Capt. Ahab from Moby Dick.  Also used by Khan in Star Trek's Wrath of Khan.

Nuts! Someone beat me to it!

Khan quoted more than one English speaking author. He also used (and I submit)

"Cry Havoc, and loose the dogs of war!"

Over time, it's been mis-quoted, as "Cry Havoc, and turn loose the dogs of war", "Cry Havoc, and slip the dogs of war" but the real line is "Cry Havoc, and let slip the dogs of war"
