Why does NASA (and everyone else) call the Saturn Vs "rockets" instead of "missiles"? 

It's my understanding that the difference is that missiles are guided, whereas rockets are un-guided. Therefore the Saturn Vs should be called missiles.

Is there something I'm missing?

The implied modifier...

Missles - guided missiles - weapon 

Rockets - sky rockets - celebration

Maybe, when referring to the Saturn V they're just talking about the rocket engine (booster). IIRC, the guidance systems are located in the payload.
