That's why there will be a last minute "hail Mary", some person that will suddenly appear as if by magic at the last minute, and claim to be able to right all that is wrong with the world. It is looking more likely that OPEC and its coconspirator Russia will embark on the most significant oil production cut in history. Reports suggest that OPEC Plus -- that includes non-OPEC Russia -- will cut anywhere from 10 million to 15 million barrels of oil production a day. Russia reportedly is on board to cut output by 2 million barrels, easing concerns that they were not going to join cuts. Algeria's oil minister is saying that OPEC will decrease by 10 million barrels a day and Kuwait's oil minster is suggesting the cut could go as high as 15 million barrels a day. .
