During the Plantation Era, wives and daughters of the wealthy even carried parasols to avoid even a hint of sun on their skin, as poor women had to work in gardens and fields in the sun. 

In the modern era, when so many women work in shops and offices away from the sun, a woman’s nice tan signals that she is a lady of leasure.

Depends on what country you are in.

In most of Asia, having the lightest skin possible is greatly desired, for the exact reasons posted above.
